What is Part 135?

Part 135 is the section of the Federal Aviation Regulations (14 CFR Part 135) that governs commuter and on-demand flying: air charter, air taxi, air ambulance, and on-demand cargo. When a company flies passengers or freight for hire outside the scheduled airlines, it almost always does it under a Part 135 certificate.

Part 135 operators range from a single King Air flying regional charter to national fleets of jets, turboprops, and helicopters. The certificate holder supplies the aircraft and the crews, and runs the FAA-approved training, maintenance, and duty-time programs the rule requires — which is why Part 135 jobs exist across every aviation role, not just the flight deck.

Part 91 vs Part 135 vs Part 121

Part 91 covers general aviation and corporate flight departments flying their own passengers, with no per-seat compensation and the fewest operating restrictions. Part 121 covers the scheduled airlines. Part 135 sits between them: for-hire flying with airline-style oversight — operations specifications, approved training, and crew rest limits — scaled to smaller aircraft and on-demand schedules.

For crews, the practical differences are the hiring bar and the mission. Part 135 minimums are lower than typical airline competitive minimums, schedules are less predictable than a Part 121 line, and the flying is more varied: different trips, airports, and passengers week to week.

Part 135 pilot requirements: PIC and SIC minimums

To act as pilot in command (PIC) under IFR, Part 135 requires at least 1,200 hours total time, including 500 hours cross-country, 100 hours at night, and 75 hours of instrument time (14 CFR 135.243(c)). VFR-only PIC positions require 500 hours. On top of those minimums, carrying passengers as PIC of a turbojet, of an airplane with 10 or more passenger seats, or of a multiengine airplane in scheduled commuter service requires an Airline Transport Pilot (ATP) certificate (14 CFR 135.243(a)).

Second in command (SIC) is the entry point. The regulation asks for a commercial certificate with the appropriate category and class ratings plus an instrument rating (14 CFR 135.245) — there is no fixed hour minimum, though operators and their insurers set their own. That is why Part 135 SIC jobs are a common first turbine seat for pilots building time toward PIC minimums or an airline application.

Part 135 jobs beyond the flight deck

Operators also hire A&P mechanics and maintenance controllers, dispatchers and flight followers, schedulers, and leadership roles like chief pilot and director of operations. Aircraft with more than 19 passenger seats crew flight attendants as well (14 CFR 135.107), so cabin roles appear at the larger charter and commuter operators.

Building a career under Part 135

Part 135 flying builds turbine time fast, and many operators upgrade from within: SIC on a light jet or turboprop, PIC once you meet 135 IFR minimums, then a move up in fleet size — or out to Part 121 or a corporate flight department with competitive multi-engine turbine time in the logbook.
