It means the tower does not care which you do: touch and go, stop and go, low approach, or full stop. They are giving you the choice so they do not have to re-clear you. That is the entire thing.

You are not alone. I have asked applicants to define it on a practical test and watched confident people fall apart. Ask early, always.
