The primary purpose of this position is to serve as the liaison between the contractor and government personnel for maintenance scheduling and conducts inspections on Fixed Wing and Rotary aircraft maintenance to ensure quality assurance requirements are met.
Duties Acts as liaison between the Maintenance and Operations Group Commanders, Contracting Officer, and the contractor for maintenance scheduling. Manages the quality assurance program and overall surveillance of the contractor's work performance for maintenance scheduling and analysis, fixed and rotary wing aircraft maintenance. Serves as a contract technical advisor for aircraft maintenance scheduling and analysis. Resolves discrepancies, difference of opinion, clarifies requirements, solves problems, and initiates changes. Performs all administrative duties relating to the contract.
Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and thorough knowledge of the mission, PWS, ASP, and Award Tenn Plan.
Knowledge and skill to analyze and evaluate procedures and documentation for a quality assurance program as relating to the contractor's performance of the PWS, ASP for aircraft maintenance scheduling and analysis and fixed & rotary wing aircraft systems. Knowledge of scheduling aircraft experience to include flight-line procedures.
Extensive knowledge of aircraft scheduling and analysis requirements, Core Automated Maintenance Systems (CAMS), (AFI 21-101, AFI 21-103, AMCI 21-101, AMCPAM 21-102, TO 005-15, TO 00-20-1 through TO 00-20-9, TO 00-25-4, TO 00-25-254-1, 89AW 11-40 I Reliability Maintainability Information System... REMIS). Extensive knowledge of repair/maintenance procedures, the TO JUH-J(U) N-6, TO JC-9C-6, C20B/H Maintenance Planning document, GV Chapter 5, 757 Maintenance Planning Document and how to interpret all of these unique manuals.
Understanding of the interrelationships with other functional activities/programs, which provide direct support to the Logistics Group, Andrews AFB. Comprehensive knowledge of a wide range of quality assurance methods, principles and practices to evaluate the contractor conformance to contractual quality requirements and to assure, that procedures adequately control the quality of scheduling and aircraft maintenance.
Knowledge of the operating systems and associated equipment configurations, including peripheral and teleprocessing equipment and connecting channels, to enter and maintain a constant flow of programs/jobs through the system. Ability to monitor the Core Automated Maintenance System (CAMS) to identify the nature and scope of problems in programs and equipment and report program errors to the appropriate 1T specialist. Knowledge of system control language and terms for console commands to direct work around for troublesome equipment.
Demonstrated skill in interpreting, explaining and applying regulatory and technical requirements and specifications to a variety of quality assurance issues. General knowledge of contract and contract maintenance operations and procedures to include workload, surveillance techniques, personnel utilization, contractor liability, and general governmental monetary monitoring methods of accountability. Knowledge of Special Air Mission aircraft launch and recovery operations and maintenance procedures to include aircraft towing, cleaning, and aircraft records.
Skill in developing cost estimates and proposals, and the analysis of data. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. OR EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a variety of surveillance methods and techniques to inspect work of the contractor for adherence to the contract regarding aircraft maintenance scheduling and analysis operations and fixed wing and rotary aircraft maintenance systems.
2. Knowledge of conventional fact-finding or investigating techniques and skill in developing, reviewing, analyzing and evaluating facts relative to unsatisfactory conditions or trends and in preparing documented reports of findings. 3. Ability to communicate effectively both orally and in writing. 4. Ability to interpret higher headquarters policy for aircraft maintenance scheduling procedures, techniques, and regulations. 5. Skill in using various computer software database, spreadsheet, word processing, and network programs such as Internet, Word, Excel, and PowerPoint.
6. Ability to collect, analyze, and interpret data to measure success/failure of contractor performance in meeting contractual obligations through the effective and efficient use of audits and investigations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
